תו חניה נכה באמסטרדם

אני לא הצלחתי להבין שקיבלתי תו נכה מאגודת עדיף, השכרתי את האוטו מבריסל (לא היו לי בעיות בחניה נכים בבריסל) ונסעתי לאמסטרדם ככה שמתי את הכרטיס נכה שמסומן לי כסא גלגלים על שמשה בחנית נכים שלא רשום לי מספר או משהו ככה מסומן לי חנית נכים וחניתי אותו למחרת המשטרה לקחה לי את הרכב בחנית נכים! והיה לי ויכוחים איתם עם ההוכחות שלא מעניין אותם רק תשלם 370 אירו ותקח משם תאוטו במגרש,
אני לא יודע מה לעשות לערר או לתבוע אותם? דרך איפה?
